For some reason if a user (writer) is set as a publisher for one folder, he/she isn't automatically authorised to view that same folder. We have to manually add his role into the Readers Security Settings window.
Couldn't one be derived from the other?

On View page folder is not visible unless it has visible reports in it. You should still be able to a save report to the folder.
