When adding a filter to a report, if there is no data available for a particular element in the dimension, then the element does not show up in the filter (Same when building named sets). Is there a way to display all the elements of a dimension in the filter by default?

Yes, you can disable this feature by opening OLPA report options and upchecking the “Show Filter empty items” option.
