 Error when trying to create usageReports

When I try to create usage reports (settings), I get this ASP.NET error...

The statement has been terminated. INSERT statement conflicted with COLUMN FOREIGN KEY constraint 'FK_SqlQueryFilter_Report'. The conflict occurred in database 'bireporter48', table 'Report', column 'ReportId'.; SQL: INSERT INTO QueryFilter (QueryFilterId, OrderId, QueryId, FilterType, FilterName, SqlSource, RefreshPage, DefaultValue) VALUES (1, 1, 11, 1, 'Action', 'select 0,'' None'' union SELECT ActionId, ActionName FROM UsageLogAction a', 0, '')

This error was in build 44 and is in build 48.
What should I do?
I can touch the source code but I don't know if there's a database problem.

This problem is fixed in Build 50.
